Is buying off-plan in Dubai safe?

Off-plan sales in Dubai are regulated, and your payments go into a project escrow account. What that means in practice, and what we check before recommending a launch.

Is buying off-plan in Dubai safe?

Buying a home before it is built sounds risky, so it is worth knowing how Dubai handles it.

The rules

Off-plan sales in Dubai are regulated by the Dubai Land Department and RERA. Your payments go into a project escrow account under Law No. 8 of 2007, and the developer draws on it against construction progress.

What we check

  • That the project has valid Dubai Land Department registration. We only market projects that do.

  • The developer's delivery record on earlier projects.

  • How the price compares with similar homes nearby.

  • The exact, dated payment schedule for the unit you are considering.

What you should ask for

  • The official price list, not a summary.

  • The dated payment schedule for your unit.

  • The expected handover date, and how it is defined in the sale agreement.

Our off-plan advisory exists for exactly this: one advisor across every developer, comparing launches honestly, including telling you when one is not for you.
